RESNET Proposes Amendment to RESNET National Home Energy Rating Standards to Quality Assurance Requirements of Financial Separation of Direct Rating Provider and Quality Assurance Oversight and Required RESNET Training of Quality Assurance Agents – Draft Addendum 29, PDS – 1

The RESNET Standards Development Committee 900 – Quality Assurance has proposed an amendment to the RESNET national home energy rating standards to implement three key components of policies established by the RESNET Board of Directors in 2014. Those components are:

  • Direct Rating Providers must utilize independent Quality Assurance Contractors to perform quality assurance on their Ratings.
  • Establishment and definition of Direct and Third Party Rating Providers.  On September 12, 2016, the RESNET Board reaffirmed that there will be Direct and Third Party Providers.
  • Requiring Quality Assurance Contractors to be agents of RESNET and all Quality Assurance Agents be uniformly trained by RESNET.

The changes proposed Addendum 29 makes were originally proposed in an omnibus amendment in 2015, but are now incorporated into a separate amendment to facilitate their consideration and adoption. Draft PDS-01 includes changes to the original proposed requirements of the omnibus amendment in response to public comments it received. The proposed Addendum includes requirements for financial separation of third party QA providers and revise the training requirements for QA providers.

RESNET is submitting the proposed substantive language to the RESNET standard amendment public review and comment process.

Public comments will be accepted through November 20, 2017.
