Deadline for Submitting Comments is August 10, 2017 After consideration of public comments submitted on proposed changes to the RESNET definition of Probationary Ratings, the RESNET Standards Development Committee (SDC) 200 – HERS® Rater Education, Training, Assessment and Certification has proposed substantive changes to section 205.2.3.3 of the RESNET Mortgage Industry National Home Energy Rating Standards. Draft PDS-02 of the proposed amendment changes the originally proposed revisions to section 205.2.3.3 and adds a definition for Probationary Ratings. The RESNET Standards are clear that only certified HERS® Raters may perform official Home Energy Ratings and that ratings uploaded to the Registry must be rated by Certified Raters. Appendix B defines a “Confirmed Rating” as “A Rating accomplished using data gathered from verification of all rated features of the home in accordance with Section 303.8” and Section 303.8 explicitly requires a certified RESNET HERS® Rater perform tests and inspections. However, there are sections in Chapter 2 that use the term “Confirmed Rating” when describing the types of Probationary Ratings that must be performed by Rater Candidates to achieve certification as a HERS® Rater. These sections do not require the presence of a certified HERS® Rater for all Probationary Ratings. The proposed Addendum 26 changes the terminology in Chapter 2 to eliminate the confusion regarding Probationary Ratings and clarifies the intent of the sections in question. The RESNET SDC 200 has approved submitting the proposed substantive language to the RESNET standard amendment public review and comment process. The proposed amended language is posted at Draft PDS-02 of Amendment MINHERS® Chapter 2-2013 Addendum 26. Public comments on the changes to draft PDS-01 as shown in Draft PDS-01 of Amendment MINHERS® Chapter 2-2013 Addendum 26 will be accepted through August 10, 2017.
