MINHERS Addendum 78 Sampled Ratings – Mandatory January 1, 2025 RESNET determined that the HERS provisions for Sampled Ratings should be consistent with the 2025 changes to ENERGY STAR program requirements for sampling. MINHERS Addendum 78 implements that policy by eliminating Sampled Ratings for Single Family Dwelling Units with building permits issued on or after January 1, 2025. Sampled Ratings for Dwelling Units in Multi-Family buildings will continue to be allowed. Either the current Chapter 6 sampling criteria or the Addendum 46 criteria can be used for Multi-Family buildings with permit dates before July 1, 2025. Dwelling Units in Multi-Family buildings with building permit dates on or after July 1, 2025, must use the Addendum 46 sampling criteria. See Addendum 46 posted on the MINHERS addenda webpage for details. MINHERS Addendum 83i CMU Wall Assembly Grading – Effective December 20, 2024 Standard ANSI/RESNET/ICC 301-2019, which currently provides the inspection and calculation criteria for RESNET HERS Index ratings, does not address concrete masonry unit (CMU) wall assemblies that are insulated with flowable foam filled cores so these assemblies cannot be graded Grade I. MINHERS Addendum 83i establishes installation and inspection criteria and thermal property “Modeling Assumptions” that will allow grading and modeling these assemblies for the RESNET HERS. The assemblies can be simulated using Grade I only where they meet the stated new criteria and use the applicable R-values in the Addendum. Homes where the assemblies cannot be visually inspected in accordance with the new criteria, would be limited to Grade II or Grade III. For homes pursuing ENERGY STAR certification, please see the December 18, 2024, “CMU Block Wall ENERGY STAR Policy Updated” notice regarding the temporary allowance for this assembly. MINHERS Addendum 76 Adoption of ANSI/RESNET/ICC 301-2022 – Mandatory July 1, 2025 MINHERS Addendum 76 changes the basis for RESNET HERS Index ratings from the 2019 edition of ANSI/RESNET/ICC 301 to the 2022 edition of Standard 301 and modifies the Standard for HERS ratings. The Addendum is mandatory for homes with a building permit date on or after July 1, 2025, and ratings compliant with the Addendum may be developed voluntarily as of January 1, 2025. RESNET conducted an analysis of Addendum 76 changes to the HERS on Index scores that indicated the impact would generally be within plus or minus one point. The impact will vary depending on the characteristics of individual homes and which rating software is utilized though, so parties are encouraged to begin evaluating the impact on their homes early. The six-month period between the January 1, 2025, voluntary compliance date and the July 1, 2025, mandatory compliance date has been authorized to provide Raters and builders time to transition to the new requirements.
