From the Desk of RESNET Executive Director Steve Baden Friday, September 4, 2020 On March 31, 2020, RESNET issued emergency rules allowing the option of remote inspections for HERS® Ratings by certified RESNET HERS® Raters. These rules were put into place as a response to the COVID-19 pandemic and national emergency declaration. The emergency rules were in effect for 90 days. The ruling also allowed that the temporary provisions could be extended by RESNET as necessary in light of developments with the pandemic. The temporary rules are set to expire on September 30, 2020. On April 14, 2020, RESNET issued emergency rules extending the requirement of removal of the RESNET designation of Quality Assurance Delegates. This temporary rule was put into place as a response to the COVID-19 pandemic and Presidential national emergency declaration. The emergency rules were in effect for 90 days. Currently, even though states are in the process of opening up their economies, the national COVID-19 emergency declaration is still in effect. In addition, there are a large number of states where the cases of COVID-19 infection is increasing. For these reasons with the emergency authority granted to me, I am extending the option of using the remote inspection protocols and the extension of the requirement of the removal of the RESNET designation of Quality Assurance Delegates to thirty (30) days after the Presidential Proclamation on Declaring a National Emergency Concerning the Novel Coronavirus Disease (COVID-19) Outbreak is lifted. This extension will be revisited by RESNET as necessary in light of developments with the COVID-19 pandemic.
