The proposed Addendum L amends Standard ANSI/RESNET/ANSI 301-2014, Standard for the Calculation and Labeling of the Energy Performance of Low-rise Residential Buildings using an Energy Rating Index, to incorporate an exception to the requirement for testing duct leakage to the outside when the duct system is located within conditioned space. Addendum L-201x is a proposed expansion of Standard 301-2014 Addendum D-2017 provisions for duct leakage testing when ducts are in located in conditioned space. Addendum D’s primary purpose was the adoption of Standard ANSI/RESNET/ICC 380-2016 but it also included a number of changes to testing requirements. Further work was needed for Addendum L PDS-03 because Addendum L was initiated at about the same time the SDC initiated work on the 2019 Update to Standard 301. Due to this overlap, the provisions for testing when ducts are in conditioned space have drawn public comments in both proceedings. (Note: draft 301-201x includes new provisions for dwelling units in “multi-family” buildings and proposed criteria for the same element in the rating scheme vary from those currently in Standard 301-2014 for SF dwelling units. In some instances those proposed provisions may be accepted or modified a bit to address concerns/issues for SF dwelling units). Addendum L provisions were not just included because in the 2019 Update to Standard 301, the intent is they will be available to the industry as soon as adopted rather than waiting until the MINHERS® is updated sometime next year to change its reference from Standard 301-2014 to Standard 301-2019. Addendum D-2016, which took effect July 1, 2018, has provisions that exempt testing for some ducts when in conditioned space but as indicated previously, they are not considered sufficient by some in the industry.
