Draft PDS-01, RESNET/ICC 301-202x Update

Proposed standard RESNET/ICC 301-202x amends ANSI/RESNET/ICC 301-2022, to update the standard for the 2025 edition. The amendments in candidate standard RESNET/ICC 301-202x when incorporated with the amendments made by Standard 301-2022’s Addenda A, B, C, E and F will form the 2025 edition of Standard 301.

A summary of the changes to Standard ANSI/RESNET/ICC 301-2022 open for comment in this draft include:

Table Note ‘a’ and Footnote 112 are basically incorrect as the data for CO2e emissions was not derived from these sources. This error was also corrected in MINHERS Standard Addendum 79f to point to the correct source for these CO2e data. There is also a rouge ‘2’ in the Fuel Oil #2 row under the SO column, which is also mislabeled. It should be SO2 so perhaps that is where the rouge ‘2’ came from.

ANSI/RESNET/ICC 301-2019 Addendum A-2019 updated the calculations for clothes washer/dryers and dishwashers, but incorrectly did not update the cycles per year as determined by FSEC-PF-464-15 Estimating Daily Domestic Hot-Water Use in North American Homes.

Furthermore, the FSEC publication includes separate equations for single-family and multifamily households for 1) clothes washers/dryers, 2) dishwashers, 3) fixtures, and 4) distribution waste that should be adopted by the ANSI 301 Standard now that the Standard governs how multifamily units are modeled. This will ensure more accurate water heating energy use is calculated for multifamily units.

In Section 4.4.3.2.7, heat pump sizing for the Rated Home was modified relative to 301-2022 to be “at least” the larger of the building heating and sensible cooling loads. Additional language was added for heating and cooling systems. Section 4.4.3.1.6 for the Reference Home should be similarly modified.

Rationale: If the Reference Home is assigned a heat pump in a hot, dry climate like Phoenix, setting the nominal heat pump capacity equal to the sensible cooling capacity would result in insufficient cooling capacity during the hottest hours of the year, and thus unmet hours and lower cooling energy consumption. (Unlike for heating, there is no supplemental cooling backup system to ensure the setpoint is maintained.)

4.4.3.1.6 Heat Pump equipment capacity shall be sized to at least equal the larger of the building heating and sensible cooling loads calculated in accordance with these procedures. Heating equipment shall be sized to at least meet the building heating load and cooling equipment shall be sized to at least meet the building sensible cooling load.

I was part of the committee that worked on the new definition of a bedroom.  One important sentence was left off that states that the number of bedrooms cannot be less than one.  Also, the reason this came up in the first place was due to conflicting information between the definition and the informative note.  It was agreed that the informative note reference to a closet would be removed when the definition was updated.  The informative note also looks like it has a leftover issue where the word “Bedroom” was split.  The split should be removed to match the word in the definition and not cause further confusion.

Proposed Change to Amendment:

Add this additional sentence to the definition of a Bedroom, see attached for all changes.  For all Dwelling or Sleeping Units, the number of Bedrooms shall not be less than one.

Please keep the requested changes to the informative note but remove the request to add the final sentence to the definition. I remembered further discusssions that moved that from the definition to the calculation section and it is present in item 4.2.1.1. It does not belong as part of the definition.
