Draft PDS-01 MINHERS Addendum 76, Adoption of ANSI/RESNET/ICC 301-2022

Addendum 76 updates the edition of Standard 301 from 301-2019 to 301-2022 for the basis of the HERS Index® rating. It also adopts ANSI/RESNET/ICC 301-2022 Addendum A, Renewable Energy Certificates, and Addendum B, CO2e Index. The Standard and two addenda have also been adopted by the 2024 edition of the International Energy Conservation Code.

The public comment period will begin July 12, 2024, and end August 11, 2024. Comments will only be accepted on changes indicated by strike through and underlined text in red print in the file.

Tips and Reminders for Submitting Public Comments

Exception 3 as marked still retains references to MINHERS Addendum 53f, which are probably not needed any longer since that content was intentionally integrated with Std 301-2022.  In fact, since Std 310 is directly referenced within Std 301, the entire Exception 3 is redundant and could be deleted.

I understand the 1st sentence is added to align with Addendum 78 and the phase-out of sampling for single family homes, duplexes and townhomes. I believe “Dwelling” would be a better term, since as defined in ANSI 301 and Appendix B-Glossary of Terms, this would include both single family homes and duplexes. Alternatively, “one- and two-family homes” could be used – whatever the language, it should be the same as the text used in Section 600.2 (which is being revised in Addendum 78.)

I disagree with the second sentence being added. I support no longer using the MF Guidelines for sampling once 301-2022 is required.  I also support using the new testing and inspection procedures approved in Addendum 46. However, the selection of unit types and the worst-case configuration should follow ANSI 301-2022 and should not be superseded by the recently approved Sections 604 and 605. If the industry feels like it should be changed, it should be changed within 7.1.4.4 of the 301 Standard, not within Chapter 6 of MINHERS.
