A new rating method for heat pumps and air conditioners has been adopted by DOE for the rating of these devices. The new rating method results in ratings currently referred to as SEER2 and HSPF2. These ratings represent performance in a different manner than as represented by SEER and HSPF. For HERS® Index calculations to be done correctly it is necessary that the SEER and HSPF representation be used in the calculations. Therefore, it is necessary to establish a set of conversion factors to be able to switch back and forth between these two rating methodologies. Proposed Addendum 71 provides the conversion factors.
