Draft PDS-01, ICC/RESNET 1450-202x Remote Virtual Inspections

Proposed standard ICC/RESNET 1450-202x provides criteria for implementing Remote Virtual Inspections (RVI) in the evaluation of energy code compliance and in the evaluation and rating of the water-use and energy efficiency performance of buildings. The standardized RVI criteria will be used by code officials and their designee(s) and by home performance inspectors and raters when evaluating all aspects of construction for building energy and water conservation programs, laws and regulations.

This is the first public review draft, PDS-01, ICC/RESNET 1450-202x. It is submitted for public comment for 45 days, beginning August 16, 2024, and ending October 14, 2024 due to impacts of hurricane Helene. Only the changes shown in draft PDS-01 by strike-through and underline and red print are open for comment.

There is currently no existence of the word “training” in the entire proposed standard.

It is not acceptable to propose an entirely new standard, especially one like this, without some required training included.

The current market of energy raters do NOT have any required training for remote virtual inspections (RVI) in their current certification of candidates. While this could change, unless relevant HCOs created a new certification of sorts for the “In-field Representative”, we’re likely going to have unqualified inspectors yelling at unqualified people on-site doing work.

At a minimum, this standard should include requirements for training to be met, in order to use the standard. Someone should demonstrate they understand the scope of the standard, the requirements to schedule an RVI, and include training on the RVI Program Participation Agreement (which appears to be a legally binding contract).

If this is going to be published as an ANSI Standard, you should have clear consensus on what training requirements are involved.

Because as it stands, what’s going to happen is a rater will pop on Zoom, Teams, or Google Meet, walk an untrained person through things (and apparently this INCLUDES air infiltration testing), and call it a day.

Sounds easy enough, until you realize you forgot to hit record and the “In-field representative” doesn’t have any experience in noticing details that need to be fixed.

I am NOT saying throw this out the door – I AM saying you need to have explicit clear guidelines on what you expect for training requirements on this standard.

CHAPTER 2

DEFINITIONS

SECTION 201

GENERAL

201.1 General. The following terms and acronyms have specific meanings as used in this Standard. In the event that definitions given herein differ from definitions given elsewhere, the definitions given herein shall govern.

201.2 Interchangeability and undefined terms. Unless stated otherwise, the terms and words in Section 202 shall have the meanings indicated therein. Words used in the present tense include the future, words in the masculine gender include the feminine and neuter, and singular and plural are interchangeable. Terms not defined in Section 202 shall have ordinary accepted meanings such as the context implies.

SECTION 202

DEFINITIONS

IN-FIELD REPRESENTATIVE. An individual or entity engaged by the owner or the owner’s authorized agent to coordinate aspects of the inspection, as determined by the authority having jurisdiction.

INSPECTION AGENCY.  An established and recognized agency that is regularly engaged in conducting tests and furnishing inspection services where such agency has been approved by the authority having jurisdiction.

INSPECTION DEVICE. A device such as a smartphone, tablet or drone utilized to perform remote inspection. [1]

INSPECTOR. A qualified person employed, retained or authorized by the authority having jurisdiction and having the competence necessary to inspect or verify a particular item for compliance and provide direction in the performance of a remote virtual inspection.

NOTICE OF VIOLATION. A notice of violation or order on the person responsible for the erection, construction, alteration, extension, repair, moving, removal, demolition or occupancy of a building or structure in violation of the provisions of the adopted code or standard, or in violation of a permit or certificate issued under the provisions of the adopted code or standard. Such order shall direct the discontinuance of the illegal action or condition and the abatement of the violation.

REMOTE VIRTUAL INSPECTION. The application of remote visualization technologies and processes to the inspection, certification, auditing and diagnosis of building design, operation or performance.

REQUESTER. The individual or entity making a request for the provision of documents or inspections.

REQUIRED ITEMS. Items and conditions to be verified as identified by the applicable code or standard.

TEST #2: The purpose of this test is to verify that text with strike through and text with underline copies from word files developed in an offline files copy accurately. It does. The underlined text from 1450 was modified by adding strike-through in that file then copied and pasted into the text box.

  • The number of occupants in the Dwelling, which shall be calculated using Equation 2, are within ± 2 of the sum of the occupants used in the loads across all zones, as documented in Section 2.4.7.

TEST #5: The purpose of this test is to verify that tables can be copied from Word files into the text editing box. The table contents do copy in the spatial order shown in the table but formatting like centering text within the table cells is lost and the table grid  lines appear to be lost, at least in this view. The format issues need to be checked in the comment as shown in the Submitted Comments rendition to determine whether they show up there or not.
